Ukraine has significantly expanded its military strategy by launching long-range drone strikes on Russia’s offshore oil platforms in the Caspian Sea, marking its first direct attack on Russian oil production infrastructure. This escalation, beginning in early 2024 and intensifying since August, aims to cut off Russian energy revenues, a key financial lifeline for the war effort. Kyiv has mounted a sustained campaign targeting refineries, oil and gas export infrastructure, pipelines, tankers, and now offshore drilling facilities, with a record 77 attacks in November alone. Western support for this strategy has grown, fueled by a US shift in policy under Trump, increased intelligence sharing, and falling global oil prices. The attacks are disrupting Russian oil processing (down 6% year-on-year) and export capabilities, particularly impacting refineries and export terminals, leading to measures like domestic gasoline subsidies. Despite initial damage, Russia remains resilient, and Ukraine’s strategy is viewed as part of a broader effort to pressure Moscow into negotiations, though the long-term impact and sustainability of the attacks remain uncertain.
